This study is focused on determining the level of students’ writing skills in terms of discourse component, grammatical component, mechanics, morphology and syntax as well as the level of students’ critical thinking skills relative to cognitive skill and affective disposition skill with the end view of developing a functional writing activity. Respondents of the study include the 306 first year English language students and teachers from the Hanoi Campus, Thai Nguyen Campus, Vinh Yen Campus of the University of Transport Technology System, Socialist Republic of Vietnam. The students were made to answer a validated teacher-made questionnaire designed to assess their level of writing skills while the teachers were asked to answer a survey cognitive skill assessment questionnaire where they rated, based on their perception, the critical thinking skill level of their students. Findings of the study revealed that the Freshman college students of this study are males, studied in the public schools and have 100 percent exposure to English media with parents whose educational attainment are higher than the tertiary level; students’ level of writing skills in the five components skills is on the average; the critical thinking skills that most students develop are cognitive skills; both the cognitive and the affective component of the critical thinking skills are equally related to the performance level in the different components of the writing skills; and the proposed functional activities are designed to improve the students’ critical thinking and writing skills.
